Harlan Protass and Wayne Gosnell published an article in the Fall 2015 edition of “Atticus,” the quarterly publication of the New York State Association of Criminal Defense Lawyers. Entitled “Forgotten Fraudsters,” the article discusses the U.S. Sentencing Commission failure to implement the statutory presumption of probation for low-level economic offenders, and gives advice concerning how to present that issue in sentencing hearings.
